1. Interview: Talk to Jennifer Duncan. She is a family specialist and social worker. I have easy access to talk to her and can get a lot of information from an inside view.
2. Inteview: Email a friend of Jennifer Duncan's. Still working on getting her name and job title. Was told she could give me even more specifics involving foster care and the foster care system.
3. Observation/ Interview: Go to Bridging the Gap. See if I can observe as well as talk to some people to see exactly what the do and everything they provide.

I think that the ideas that you have for field reseach are great. You might also consider interviewing a foster parent, and or a person who was in a foster home to see what they have to say from their perspective.
